Bill Ricard is serving his second term as the Albany County Legislator representing the residents of the 17th Legislative District, which includes most of the City of Cohoes. He currently serves as Chair of the Albany County Legislature's Public Works Committee, where he helps oversee matters involving county infrastructure, public facilities, transportation, and capital improvement projects.
A lifelong Cohoes resident, Bill has spent much of his career serving the community through business, volunteer leadership, and public service. He is the founder and president of Citizen Helpers, Inc., a company established to assist seniors and their families, and serves as Senior Advisor to Complete Remodeling Services + MORE LLC.
Before joining the Albany County Legislature, Bill served on the Cohoes Common Council representing the Third Ward. He is also a past president of the Cohoes Chamber of Commerce, where he helped lead the successful merger with what is now the Capital Region Chamber. Over the years, he has served on a number of local boards and committees, including the Tech Valley Chamber Coalition, the City of Cohoes Historic Preservation Commission, the Character Counts Committee, and several community revitalization initiatives.
As a county legislator, Bill works closely with residents, local officials, businesses, and community organizations to improve infrastructure, strengthen public safety, support veterans and seniors, encourage economic development, and enhance the quality of life throughout Albany County. He believes good government begins with listening, being accessible, and working to solve problems.
Bill is an active member of the Catholic community, and his faith has helped shape his commitment to service, integrity, and respect for others.
Bill earned a Bachelor of Science in Business Administration, with a minor in Interpersonal and Organizational Communication, from the State University of New York at Brockport. He also holds an Associate in Applied Science degree in Business Administration from Hudson Valley Community College and is a 1985 graduate of La Salle Institute.
Bill and his wife, Tara, reside in the City of Cohoes. They are the proud parents of two daughters.
